The Special Education Department is committed to providing innovative, effective services resulting in positive outcomes for the life-long success of students. In compliance with State and Federal regulations, specially designed instruction and related services are designed to meet the individual needs of students eligible for a “Free and Appropriate Education,” as outlined in each student’s Individual Education Program (IEP).

The Special Education Services goals are program excellence, fiscal responsibility, public relations, and equity centered professional learning and leadership.

Under the supervision of the Director of Special Education, the Special Education Supervisor of Home/Hospital Instruction, Extended School Year & Special Projects is responsible for partnering in the development, coordination, and facilitation of Special Education services for students who are eligible for special education services delivered through HHI, during summer ESY, as well a new county program supporting students with Extensive Support Needs (ESN). This position supports the development of educational services, coordinates with other SFUSD teams and external staff, and outside organizations and agencies to enhance available educational services, and to provide support in meeting district, state, and federal accountability requirements through innovative approaches and models.

Essential Duties

The duties specified below are representative of the range of duties assigned to the job code/class and are not intended to be an inclusive or exhaustive list.

As the Supervisor, you will:

● Support the design, implementation and monitoring of the HHI, ESY and ESN county program special education systems and structures, pertaining to student assessments, plan development, service delivery and required consultation and collaboration with SFUSD staff and students families.

● Provide leadership and team support in the identification, evaluation, design, dissemination, implementation, and progress monitoring of special education services to students who meet eligibility criteria for HHI, ESY and county ESN programming within SFUSD schools or NPS school settings, grades PK-12+.

● Ensure alignment of all district practices to special education laws and regulations.

● Ensure accurate data collection and documentation of individualized service and educational plans (IEPs) within our Special Education Information System (SEIS).

● Collaborate with and provide communication strategies and recommendations to Principals and case managers, families and community agencies concerning their special education programs, services and educational opportunities for young children with disabilities who are enrolled in SFUSD HHI, ESY or county ESN programming.

● Provide collaborative consultation support to site administrators, instructional staff, and related service providers on federal, state, and local laws, regulations, and policies governing HHI, ESY and ESN county special education programs; Monitor the effectiveness of the instructional program and make recommendations ongoing to the appropriate SPED administrator for follow-through.

● Be responsive to requirements of the California Department of Education.

● Oversee appropriate Professional Development opportunities for staff within SFUSD and SFCOE serving students with IEPs.

● Serve as a liaison between the district, state, county, community members, and agencies in matters relating to program responsibilities.

● Supervise and evaluate certificated staff as assigned.

● Other related duties assigned by the Head of Special Education.

The strongest candidates will have:

● Possession of a valid Special Education credential, ESN preferred

● Possession of a valid California Driver’s License

● Five (5) years of experience teaching special education in schools serving underserved students

School site leadership experience

● Experience coaching and designing/facilitating professional development opportunities

● Experience with educational issues as they relate to service provision for related services, instructions within HHI, ESY and ESN programming

● Demonstrated ability to work in collaborative teams that include parents/families and professionals

● Technologically literate; knowledge of SEIS, CALPADs, Google Suite

● Strong written and verbal communication skills

● Experience using multimedia technologies for classroom and professional development applications

● Knowledge of San Francisco’s public schools/urban public schools and a passionate belief in SFUSD’s commitment to instructional leadership as a lever toward delivering on the SFUSD Graduate Profile

● Strong analytics and systems thinking necessary to interpret data to inform goals and strategy, as well as build infrastructure where none exists

● Ability to work effectively across multiple functions and roles within a complex organization

● A proven record of effectively planning, organizing and using resources to take action and achieve goals

● The ability to learn quickly and adapt as needed in a fast-paced environment

● Outstanding organizational skills and exceptional attention to detail

● A flexible, “can do” work ethic with a focus on identifying challenges and proactively working to find solutions while maintaining a bigger picture lens and focus on what can be delivered instead of what cannot be done

● Excellent data analysis skills and experience synthesizing data to drive action steps

● Strong interpersonal skills and the ability to build effective working relationships with senior level district staff and colleagues

● Effective written and verbal communication and the ability to clearly communicate complex, bureaucratic processes to a variety of audiences

● Ability to define and implement effective HR business practices

● Ability to work effectively in difficult situations that involve confidential and sensitive matters

● Strong computer skills including Microsoft Office Suite (Outlook, Word, Excel, and PowerPoint) and GSuite (Google Docs, Slides, Sheets, Forms)

Minimum Qualifications

· Valid Administrative Services Credential

· One (1) year of school site or central office administrator experience, school site experience preferred
