Under direction, performs difficult and responsible professional and technical human resources work in one or more of the following areas: recruitment and selection; classification and compensation; employee and labor relations; and human resources operations. As a Senior Human Resources Analyst in Staffing, you will lead a small team of analysts and clerical staff to ensure SFUSD attracts, selects, and retains high-quality educators and support personnel.

This advanced journey-level classification is distinguished from the 1241 Human Resources Analyst by the requirement to: lead or supervise a small team of professional and technical staff in recruitment, classification, or related HR functions; or perform the most difficult and specialized human resources work, serving as a resource on complex problems and projects.

Essential Duties

The duties specified below are representative of the range of duties assigned to the job code/class and are not intended to be an inclusive or exhaustive list.

As the Senior. Human Resources Analyst, you will:

Serve as team leader or assistant team leader for staffing -related work—design selection plans, develop interview content with subject-matter experts, and oversee administration and scoring of examinations
Prepare and manage recruitments: draft candidate-friendly announcements, identify sourcing strategies, analyze applicant pools for compliance and diversity goals, execute full cycle recruitment
Conduct complex job analysis and classification studies; recommend revisions to class specifications and ensure accurate position allocations
In collaboration with Credentials staff, communicate credentialing processes for certificated staff: advise on requirements, deadlines, and application procedures
Negotiate resolutions to selection-related protests and personnel disputes; act as Skelly officer in disciplinary or grievance hearings
Lead special projects: plan, research, develop, and implement technical phases of HR initiatives; prepare comprehensive reports and recommendations
Interpret and apply policies, MOUs, Civil Service Rules, Education Code, ADA, FMLA, and City Charter provisions; provide expert guidance to managers, employees, and labor representatives
Perform other related duties

Strong analytics and systems thinking necessary to interpret data to inform goals and strategy, as well as build infrastructure where none exists
Ability to work effectively across multiple functions and roles within a complex organization
A proven record of effectively planning, organizing and using resources to take action and achieve goals
The ability to learn quickly and adapt as needed in a fast-paced environment
Outstanding organizational skills and exceptional attention to detail
A flexible, “can do” work ethic with a focus on identifying challenges and proactively working to find solutions while maintaining a bigger picture lens and focus on what can be delivered instead of what cannot be done
Excellent data analysis skills and experience synthesizing data to drive action steps
Strong interpersonal skills and the ability to build effective working relationships with senior level district staff and colleagues
Effective written and verbal communication and the ability to clearly communicate complex, bureaucratic processes to a variety of audiences
Ability to define and implement effective HR business practices
Ability to work effectively in difficult situations that involve confidential and sensitive matters
Strong computer skills including Microsoft Office Suite (Outlook, Word, Excel, and PowerPoint) and GSuite (Google Docs, Slides, Sheets, Forms)
Knowledge of applicant tracking systems specific to education
Knowledge of people/financial management systems (PeopleSoft, Frontline)

Minimum Qualifications

Education: Possession of a baccalaureate degree from an accredited college or university.

Experience: Three (3) years of verifiable professional human resources experience, similar to 1241 Human Resources Analyst, in one or more of the following areas of activity: recruitment and selection; classification and compensation; employee and/or labor relations; benefits administration; human resources operations; diversity, equity, and inclusion; and personnel training.

Substitution:

Education Substitution - Additional qualifying work experience as a professional human resources analyst may be substituted for up to two years of the required education on a year-for-year basis (30 semester/ 45 quarter units equals one year).

Experience Substitution - Completion of a 12 month human resources trainee program equivalent to the City and County of San Francisco’s 1249 Human Resources Training Program may substitute for one (1) year of required professional experience.

Experience Substitution - Possession of a Juris Doctorate (J.D.) or Master’s degree in Personnel Administration, Human Resources Management, Business Administration, Public Administration or Clinical/School/Industrial Organizational Psychology may substitute for one (1) year of the required professional experience.
