The Director of ExCEL After School Programs reports to the Assistant Superintendent of Student and Family Services and serves as a senior leader in driving SFUSD’s mission to deliver high-quality, equitable expanded learning opportunities for all students. In close collaboration with the Director of Expanded Learning, this role provides strategic leadership, system-wide oversight, and continuous improvement of all state and federally funded after school and summer programs across the district. The Director of ExCEL After School Programs is responsible for leading programs that align with SFUSD’s Vision, Values, Goals, and Guardrails, advancing academic enrichment, whole-child development, and educational equity beyond the school day.

The Director collaborates to provide comprehensive leadership and management of the ExCEL After School Programs team, which includes both the Program and Fiscal/Operations teams. The Program Team oversees the implementation of SFUSD-aligned after school curricula, convenes monthly meetings with Community-Based Organizations (CBOs) and site staff, and manages core functions such as incident reporting and the Quality Action Plan—SFUSD’s approach to fulfilling the California Department of Education’s (CDE) Continuous Quality Improvement (CQI) requirements.

The Expanded Learning Fiscal/Operations Team will be co-led by the certificated and classified Director’s leadership, providing oversight of all budgetary, contractual, invoicing, and grant compliance operations across multiple expanded learning funding sources, including ELO-P, ASES, 21st Century Community Learning Centers (21st CCLC), ASSETs, STEAM and local city grants as applicable. The Director works with the fiscal and operations manager to ensure all fiscal processes are efficient, transparent, and compliant with federal, state, and local regulations.

In addition to operational oversight, the Director is charged with fostering strong partnerships with CBOs to promote high-quality program access for all students. This includes facilitating cross-departmental collaboration within SFUSD and with external city agencies to deliver responsive professional development, provide coaching and capacity-building for CBO partners, and support effective crisis management protocols. The Director uses data from ExCEL program profiles to drive decision-making and ensure continuous improvement of program quality and student outcomes.

This position demands a dynamic, equity-centered leader with a deep commitment to youth development, proven expertise in grant-funded program administration, and the ability to manage complex systems while maintaining a relentless focus on student success.

Essential Duties

The duties specified below are representative of the range of duties assigned to the job code/class and are not intended to be an inclusive or exhaustive list.

As the Director, you will:

· Articulate and implement a compelling vision for SFUSD ExCEL After School Programs , aligned to CA Department of Education’s Expanded Learning Quality Standards, ASES Program plan, and the mission and goals of SFUSD. In partnership with SFUSD colleagues in Research, Planning, and Assessment (RPA), and the Student & Family Services Division (SFSD), to build a seamless day student experience that aligns with and supplements school day learning

· Collaborate with a wide array of internal and external partners to support the implementation of after school and summer programs for the district’s most vulnerable learners, such as Curriculum & Instruction, LEAD, RPA, and summer operations teams such as SFUSD Real Estate, Student Nutrition Services, Dept of Technology, and Procurement. This collaboration will enhance the equitable implementation of the ExCEL After School Programs and develop the system capacity required to successfully serve vulnerable students in expanded learning programs across all elementary/ middle / TK-8 schools

· Design, implement, evaluate, and manage systems and structures that support SFUSD School leaders and Community Based Organizations who serve as Lead Agencies in all SFUSD schools to successfully deliver high quality after school program

· Represent the ExCEL After School Programs department during State and Federal audits for ASES, 21st Century Community Learning Centers (21st CCLC), and ASSETs grants, Board of Education meetings, and stakeholder advocacy.

· Oversee SFUSD strategy on After School Programs Inclusion Policies and Capacity Building including professional development partnerships and collaboration in alignment with the California Department of Education’s Expanded Learning Quality Standards

· Manage the ExCEL Fiscal & Operations Team to ensure all state and federal funding requirements are met and contracts are aligned to SFUSD's mission, vision, values, goals, and guardrails.

· Manage the ExCEL Program Team that oversees the implementation of SFUSD-aligned after school curricula, convenes monthly meetings with Community-Based Organizations (CBOs) and site staff, and manages core functions such as incident reporting and the Quality Action Plan—SFUSD’s approach to fulfilling the California Department of Education’s (CDE) Continuous Quality Improvement (CQI) requirements.

The strongest candidates will have:

· Capacity to clearly communicate the vision, goals and mission of SFUSD

· Experience and ability to successfully navigate and negotiate partnerships to align, sequence and enhance expanded learning opportunities

· Knowledge of San Francisco’s public schools

· Experience at multiple levels (elementary, middle and/or high) and/or site-based/central.

· A proven record of effectively planning, organizing and using resources to take action and be accountable for capturing, analyzing and communicating data to ensure student and program success.

· Knowledge, experience and ability to support effective teaching practices and effective partnerships, aligned to the Coordinated Care Team model

· Demonstrated ability to both work independently and in a team environment; communicate effectively in both oral and written forms; develop and maintain positive working relationships with individuals and groups.

· A proven record of effectively planning, organizing and using resources to take action and be accountable for capturing, analyzing and communicating data to ensure student and program success in state and federally funded programs

· Experience managing budgets, and navigating the district’s financial systems

· Experience building strong teams by developing individual’s skills, maximizing their strengths and providing regular feedback

· Administrative experience to support, supervise and evaluate a range of staff members and to offer guidance to site administrators on program design and implementation

· Experience with all administrative functions related to community based organizations operating after school and summer programs

· Experience leading programming for targeted students towards measurable results

· Strong computer skills including Microsoft Office Suite (Outlook, Word, Excel, and PowerPoint)

· Strategic leadership and management experience; in a K-12 public educational setting preferred

· A Master’s in education or a related field, or comparable management-level experience

Minimum Qualifications

· Bachelor’s degree (B.A. / B.S) from an accredited college or university

· Four (4) years of professional-level experience in after school and/or youth development and/or youth program quality initiatives

Substitution: Education requirement may be substituted for additional professional-level experience on a year-for-year basis.
