This role supports students and District operations by leading efforts to strengthen the teacher pipeline, with a focus on pre-service and early career educators. The person in this role will collaborate with internal and external partners to expand teacher development programs, and will serve as a liaison with the California Department of Education and the California Commission on Teacher Credentialing to support National Board Certified Teachers in the district.

The Educational Policy Analyst has the responsibility for development, implementation and monitoring of district-wide policies and procedures and new programs and initiatives; as well as coordination with internal administrative staff, University partners and other community based organizations.

The person will design, implement, and manage a teacher credentialing pipeline in partnership with district departments and University partnerships. The candidate has the ability to design, implement, monitor and evaluate educational programs in compliance with relevant legislation and funding guidelines; conduct research, analyze data and prepare recommendations for program development or modification; prepare comprehensive narrative and statistical reports; interpret and apply complex rules, regulations, policies and procedures; develop and conduct in-service training programs necessary for effective program implementation; communicate effectively, both orally and in writing; represent the District before a variety of regulatory boards and agencies, community groups, and District administrators and employees; establish and maintain cooperative relationships with diverse groups and individuals, including community-based organizations, parent and community groups, and District administrative staff and employees.

Essential Duties

As the Educational Policy Analyst, you will:

Design, implement, and continuously improve SFUSD’s teacher development programs, particularly the Aspiring Teachers Program, through needs analyses, data evaluation, and identification of promising practices for pre-service and early-career educators. Manage full program operations including recruitment, enrollment, onboarding, academic advising, and case management. Ensure alignment with local, state, and federal policies, and proactively propose strategic improvements to address emerging instructional and workforce needs.
Oversee all grant reporting and compliance activities for the Aspiring Teachers Program, including budget management, expenditure tracking, reimbursement processing, and the development of funding justifications, strategic plans, and Board of Education resolutions. Identify resources necessary for effective program implementation; develop budget recommendations, reports and justifications, Board of Education resolutions, and short and long-range strategic plans to ensure successful program implementation.
Serve as the primary liaison for the department with the California Commission on Teacher Credentialing (CTC), the California Department of Education, university partners, and other external stakeholders. Act as the main point of contact for credential program partners, managing the drafting, negotiation, and finalization of Memoranda of Understanding (MOUs) in coordination with the legal department. Facilitate alignment between SFUSD’s needs and external program structures, connect eligible participants to internal talent pipelines such as SFUTR, and collaborate closely with HR, Payroll, and credentialing teams to ensure participant progress aligns with district staffing and certification goals.
Plan and conduct community outreach programs to engage stakeholders, including employees and parent groups, in SFUSD programs, and its mission and educational objectives; communicate and coordinate with a variety of groups and individuals, including Board Members, and executive and senior management; represent the Superintendent and administrative division before a variety of legislative and policy-making bodies and participate in interdepartmental and inter-agency committees and workgroups to enhance program development.
Coordinate professional learning and support for district staff to ensure successful implementation of new or evolving teacher pipeline initiatives. Partner with site administrators and instructional leaders to address implementation challenges and adapt strategies to support both student and teacher success. As part of professional development, manage the testing support program by providing Study.com vouchers to educators preparing for the CSET, CTEL, and RICA exams, actively promote this resource to employees, and monitor its effective utilization.
Serve as the logistics lead for the quarterly All Admin Institute, planning and executing all event details including venue selection, vendor management, catering, budgeting, and volunteer coordination, while ensuring alignment with program objectives and district priorities.

Strong computer skills including Microsoft Office Suite (Outlook, Word, Excel, and PowerPoint) and GSuite (Google Docs, Slides, Sheets, Forms)

Minimum Qualifications

Bachelor’s degree (B.A. / B.S) from an accredited college or university preferably in Education, Criminal Justice, Social Work, Counseling or related field; advanced degree preferred
Two (2) years of related verifiable work experience

Substitution: Education requirement may be substituted for additional professional-level experience on a year-for-year basis.
