As the Focal Services Manager II, you will report to the Director of the Student, Family, Community Support Division. The Manager II and Director will be responsible for the overall leadership and management of the Student and Family Team. The Manager II will be a member of the administration team and will lead the complex work of focal population support and access; including foster youth and student and families experiencing homelessness as well as identity based supports such as LGTBQI, immigrant and newcomer support, and youth leadership. They will work closely with other divisional leaders to ensure that students and families/caregivers are centered in these processes and they understand their rights and responsibilities for any entitlements and support. They will work closely with other departments and schools to ensure processes are followed and staff are trained to follow all mandates and culturally appropriated approaches and district policies and procedures. The Manager II will oversee all documentation and data management for the focal population services work and complete all reporting responsibilities. They will help lead cross divisional work whenever necessary.

The Manager II will also be tasked with overseeing the day to day operations of the SFUSD Transcript and Work Permit Office. The Manager II will be expected to monitor, analyze and synthesize data on a regular basis for key stakeholders. The Manager II is expected to identify trends and make recommendations for changes to district policies and practices. We embrace a user-centered design approach to improving processes and building tools and resources, and a successful candidate will also bring a human-centered design approach to this work, a commitment to the practice of cultural humility and anti-racist work.

Essential Duties

The duties specified below are representative of the range of duties assigned to the job code/class and are not intended to be an inclusive or exhaustive list.

As the Focal Services Manager II , you will:

Increase communication, clarity and connection across the division to reduce silos and streamline services
Develop protocols and procedures to assist staff in delivery of services to students and families
Support our division wide anti-racism audit process to inform design and implementation of coordinated care approach including coordinated care team structure and processes
Identify gaps in the division wide structures and generate solutions in partnership with stakeholders towards continuous improvement
Create infrastructure for grant management and tracking systems and supports that align with divisional goals.
Lead and manage the grant application process for federal, state and local grants.
Monitor and maintain compliance on any contracts and/or MOUs that directly support services for foster youth and students and families experiencing homelessness
Support feedback and evaluation tools that center the student and family experience of our process and procedures that will inform service delivery including communicating data results to all stakeholders as needed
Leads one or more components/functions of work within the department/division
Manages direct reports who may in turn manage others
Lead, supervise, evaluate and guide a team supporting SFUSD Focal Services and district Transcript and Work Permit Office.
Will act as the liaison for coordinating services in support of foster youth and students and families experiencing homelessness
Thought partner with the Division’s Leadership Team, schools and school site staff, as well as various central office departments.
Cultivate strong partnership with central office divisions and departments towards the successful implementation of programs and policies that are student and family centered.

Knowledge of San Francisco’s public schools/urban public schools and a passionate belief in SFUSD’s commitment to instructional leadership as a lever toward delivering on the SFUSD Graduate Profile
Strong analytics and systems thinking necessary to interpret data to inform goals and strategy, as well as build infrastructure where none exists
Ability to work effectively across multiple functions and roles within a complex organization
A proven record of effectively planning, organizing and using resources to take action and achieve goals
The ability to learn quickly and adapt as needed in a fast-paced environment
Outstanding organizational skills and exceptional attention to detail

Excellent data analysis skills and experience synthesizing data to drive action steps

Effective written and verbal communication and the ability to clearly communicate complex, bureaucratic processes to a variety of audiences
Ability to define and implement effective HR business practices
Ability to work effectively in difficult situations that involve confidential and sensitive matters
Strong computer skills including Microsoft Office Suite (Outlook, Word, Excel, and PowerPoint) and GSuite (Google Docs, Slides, Sheets, Forms)

Minimum Qualifications

Bachelor’s degree (B.A./B.S.) or JD from an accredited college or university.
Three (3) years of professional-level experience in project management and administration specializing in overseeing or coordinating budgetary processes in a public institution and reviewing, analyzing and generating data reports

Education requirement may be substituted for additional experience on a year-for-year basis
