Overview of the Position

As the 1822 Administrative Analyst, you will report to the Lead Analyst, be a part of the Accounting Department,

and a district leader in ensuring financial integrity, transparency, and compliance in support of equitable student

outcomes. You will help to lead Accounting’s transformational work to deliver on the promises outlined in our

long-term, city-wide North Star, Vision, Values and Guardrails.

You will provide complex analysis and reconciliation under supervision of the General Ledger Accounts, Account

Receivables, Account Payable of general fund, special revenue funds, enterprise fund and grants of the accounting

operations. Staff in this role will performing tasks requiring research, tracking revenues for Federal, State and Local

grants and public funds to ensure all activity is accurate and to capture activity for review and analysis in

accordance with the guidelines provided by the Grantor, California Department of Education, External Auditors,

Generally Accepted Accounting Principles and Board of Education regulatory requirements. This level of

performance by staff will assist the District’s accounting staff in meeting the pre-established reporting

requirements and providing on-going assistance in monitoring budgeted funds and work processes that provide

oversight of public funds received by the District.

Qualifications of the Ideal Candidate

● Deep knowledge of accounting principles, financial analysis, grant monitoring, and reporting practices in

the public sector

● Knowledge of fiscal compliance and reporting requirements in California public schools and/or urban

public school districts

● A proven record of effectively planning, organizing, and using resources to take timely, data-driven action

● Success leading or collaborating with effective teams, with a strong track record of supporting systems

improvement and organizational change

● Well-developed cultural humility, self-awareness, and a commitment to understanding and addressing

systemic inequities and institutional barriers

● Excellent written and verbal communication skills, including the ability to convey complex financial or

technical information clearly to diverse audiences such as executive leadership, school site staff, external

agencies, and Board members

● Strong analytical and quantitative skills, with the ability to synthesize data, build reports, map work

processes, and present insights using tools such as spreadsheets, databases, pivot tables, and graphical

visuals

1. Assist lead Analyst in researching and communicating state and federal legislative regulations which

impact funding resources, policies and processes; working with business systems to ensure complete and

accurate records of all general ledger transactions; prepare adjusting journal entries and reconciling

general ledger accounts; and working directly with the lead analyst and programmatic staff and

management to determine the validity of charges and assist in developing recommendations when

needed; identified issues and participate in determining analytical standards by means of discussion with

lead analyst, supervisor, manager, and staff.

2. Compiling, analyzing, and reconciling complex financial data to prepare billing or cost reports as

requested by outside agencies or auditors under the supervision from a higher level Analyst.

3. Assist with the researching and tracking of financial data from the General Ledger data base to

provide statistical analyses and reports on recognized receipt of revenues and expenditures as of

specific accounting periods for state, federal and Local accounting activities to including related

cost for staffing ,benefit cost, equipment purchases and cost for telephone usage and travel cost,

assist in performing financial analysis audits to resolve accounting issues in the general ledger

and ASB (Student Body Accounting) operation.

4. Assist with the preparation and review of a variety of management reports; compiling and

evaluating information related to the District’s Accounting Operations and assist with the

preparation for presentations to the District Board, accounting managerial team and other

personnel internal and external in relation to the District; Assist lead analyst with writing final

reports and provide supporting documentation for evaluation by management staff.

5. Assist senior staff in carrying out analysis for the expansion of administrative, programs, and

organizational policies and procedures. Upon request will assist in the reviewing of set policies

and procedures within the department and perform in-depth analysis as needed with

supervision.

6. Assist staff in Implementing cost analysis from revenue and expenditure data from the general

ledger for development and administration of local funding agreements; identifies and analyzes

needs, goals, and other criteria; assists in maintenance of contractual relationships. Provide

worksheet analysis to document on-going compliance with California Department of Education,

Granting authorities and Board of Education.

7. Performs related duties as required

Minimum Qualifications

Education:

● Possession of a baccalaureate degree from an accredited college or university

Experience:

● One (1) year full-time equivalent experience performing professional-level analytical work. Qualifying

professional-level analytical work includes analysis, development, administration, and reporting in major

programs and functions of an organization in areas such as budgets, contracts, grants, policy, or other

functional areas related to the duties of positions in the 182X Class series.

Substitution:

● Possession of a graduate degree (Master's degree or higher) from an accredited college or university with

major coursework in specialized subject matter areas such as public or business administration,

management, business law, contract law, public policy, urban studies, economics, statistical analysis,

finance, accounting or other fields of study closely related to the essential functions of positions in the

Class series may be substituted for the required one (1) year of experience

● Additional experience as described above may be substituted for the required degree on a year-for-year

basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one

year.
