About the SFUSD Bond Program

The SFUSD Bond Program manages capital expenditures associated with SFUSD’s voter authorized bond measures. SFUSD has been implementing capital projects funded by voter-approved bonds since 2003. San Francisco voters will decide on a $790 million Bond on the November 5, 2024 General Election ballot. Bond projects are managed by the Bond Leadership Team and a team of ten project managers. The administrative side of the program is led by the Bond Finance & Administration Director, who reports to the Bond Program Director. The Project Manager II is senior project manager in the program, and a member of the project management team delivering complex projects within this program. As a 5504 Project Manager II, you report to the General Obligation Bond Program Director, are a part of the Facilities Division, and manage discrete and complex projects within the SFUSD’s General Obligation Bond (G.O. Bond) program. You manage a broad range of school construction projects that require experience and aptitude for multi-disciplinary project planning and scoping, including real estate transactions, environmental review, land use planning, design development, construction management and oversight, change negotiation, and collaboration with multidisciplinary teams composed of diverse individuals. You deliver projects through a variety of project delivery mechanisms, including typical public sector design-bid-build, as well as design-build, lease-leaseback, or other project delivery mechanisms, as applicable. We expect a 5504 Project Manager II will:

Demonstrate a Leadership Mindset

● Manage PreK-12 school capital projects with a high degree of autonomy through complete capital project delivery life cycle, including design, bid, construction, and closeout;

● Represent the District, as required, including, field coordination, meeting attendance, team collaboration, contract administration support, and coordination with Contractor teams; and

● Be proficient in technical aspects of architectural, civil, structural, mechanical, electrical, and geotechnical engineering design and specifications, either by education or prior experience.

Manage to Results

● Assemble informal and formal bid packages development, advertising, award, and management;

● Apply your experience in public project contracting, including typical public works contracting and design-bid-build & lease-leaseback project delivery;

● Schedule and budget complex capital projects; develop and enforce work statements; monitor, review and revise job orders, schedules and budgets;

● Monitor and track project progress and expenditures and implement cost controls; use computer based project and program management systems; and

● Use software programs including GSuite, Smartsheet, Bluebeam Revu, and Microsoft Office Suite (Outlook, Word, Excel, and PowerPoint).

Manage Teams

● Manage interdisciplinary project design teams to implement complex and multi-faceted SFUSD G.O. Bond facilities projects within a budget range of $25 to $100 million;

● Work effectively in a team environment; understand and communicate to others the larger context in which the project is being completed;

● Consult with subject matter experts as needed to support your working knowledge of various funding sources and restrictions; legal requirements for DSA projects; regulations and regulatory agencies and commissions affecting planning, CEQA, design and construction; and construction management techniques and practices.

Manage Relationships

● Negotiate and resolve contract disputes; maintain client contractor relationships;

● Make effective presentations to clients and the community; and communicate effectively with the public, community groups, the media, other City departments, agencies, and private contractors;

● Act with integrity and candor with stakeholders, and to commit to equity in project approach and implementation;

● Interface with school site administrators to provide candid and constructive updates on projects

● Communicate effectively, in writing, verbally, and appreciate to the situational context to individuals, small groups and a variety of audiences (e.g., staff meetings, executive briefings, public board meetings, memos); and

● Understand the limits of their own experience and/or personality, including appropriately escalating urgent and/or politically sensitive items when needed.

The strongest candidates will have: Demonstrated knowledge of:

● Requirements for primary and secondary education capital facility projects, institutional projects, or other local public sector capital facilities projects;

● Fluency in construction means and methods, processes, contract management, and change negotiation;

● Lease-Leaseback and other alternate project delivery methods;

● General Obligation Bond funding and restrictions;

● Regulations and regulatory agencies and commissions affecting planning, zoning, design and construction, including the Division of the State Architect (DSA) and California Department of Education (CDE). Minimum Qualifications

•Bachelor's Degree in architecture, engineering or planning plus four (4) years of responsible architectural, engineering or construction management experience, OR

•A Bachelor's Degree in another field plus six (6) years of responsible experience in a field directly related to the project, OR

•Eight years of architectural, engineering, or construction management experience in a field directly related to the project, OR

•California registration as professional engineer or architect, AND

•Two (2) additional years of project coordination experience

Essential duties require the following physical skills and work environment: Work is performed in the office and in the field, involving attendance at meetings in the community and visits to construction sites, which may be in remote locations. Some assignments may require driving and/or extensive night or weekend work.
