As the Executive Director of Budget and Accounting you will report to the Financial Services Officer, be a part of the Finance Department and a district leader in financial stewardship. You will help to lead Budget and Accounting departments transformational work to deliver on the promises outlined in both Transform Learning. Transform Lives. as well as our long-term, city-wide North Star, Vision 2025.

Under the direction of the Assistant Superintendent/HFO or designee, the Executive Director plans, develops, organizes, controls and directs District financial activities including budget, accounting, finance, cash flow analysis and investment of surplus funds; assists with the team in the preparation of budget adoption, Interim Reports, Fiscal Close and Audit, may assist in the preparation of specifications and advertising for bids. Trains, supervises, and evaluates the performance of assigned personnel as related to District policies and procedures; assists the Financial Services Officer as directed.

Assists the or designee to ensure appropriate accounting systems and internal controls are in place to safeguard District assets
Formulates and administers the Financial Services Department budget
Analyzes financial information (e.g. budget, position control data, general ledger, accounting reports, etc.) for the purpose of assuring proper amounts, receipt and classification in compliance with state and federal laws, identifying potential budget variances, compiling statistical information, developing procedures, and conforming to established financial practices and regulatory requirements
Facilitates and leads discussion on the accounting of and requirements of special programs (e.g. Special Education, federal, and state funded programs)
Closely monitors departmental and district-wide accounting, budgeting, purchasing, and financial reporting and management policies; purchasing and budgeting programs and practices to ensure conformance with modern accounting and fiscal administration theory and practice, with State and Federal legal requirements and compliance with fiduciary responsibilities
Reviews all documents prior to processing in order to ensure proper budget authorization, availability of funds, and proper account coding
Oversees the cash flow operations, and prepares necessary cash flow projections with regard to all funds to ensure funds are readily available for operations. Develops the district’s budget and interim reports with accompanying narratives and presentation slides for the Financial Services Officer or designee to review in a timely manner. Completes the closure of fiscal year-end financials with accompanying full accrual entries, narratives, and presentation slides
May interpret and assure compliance with Governmental purchasing and bidding laws. May establish District purchasing procedures in accordance with state and federal regulations
Works closely with administrators regarding financial reporting, departmental services and associated student body accounting practices and procedures
Develops scope of work and requests for proposals for auditors, coordinating work of selected auditors in the conduct of annual audits
Ensures dissemination of information and promotes effective departmental communications. Oversees fixed assets inventory system controls
Evaluates service requests and determines departmental ability to provide service and time-lines for performance
Meets periodically with department and school administrators to ensure satisfaction with services, assess service needs and coordinate activities
Prepares agenda materials and staff reports for Board and committee meetings and attends Board and committee meetings, upon request, to present reports and render professional advice; serves on various state, county, and district level committees
Makes oral and written directives; and interprets, enforces and applies policies and regulatory requirements controlling the work of the department
Maintains records of payroll-related information of the department, ensures the proper reporting of time worked and absences; recommends Board policy and interprets policy in the development of procedures Conducts a variety of technical and administrative studies, prepares reports of findings and recommendations
Performs other duties as assigned that support the overall objective and mission of the position and department.

The strongest candidates will have:

Strategic leadership and management experience; in a K-12 public educational setting preferred
Advanced principles, practices and terminology of budgeting, accounting and financial record keeping, as they apply to California school districts
Advanced methods of financial analysis and projection techniques, report preparation and presentation Administrative research techniques, sources and availability of information
Advanced principles, methods and practices of budget preparation and administration. Financial and statistical record-keeping techniques; planning, organizing and directing financial activities
Account number structure and correct use of object codes
Business functions of a school district
Contract negotiations and administration
Computer operations/data management and computer-based systems with accompanying applications and peripheral equipment
Computer based software programs that support this level of work, including but not limited to, word processing, spreadsheet, presentation graphics, and data entry onto custom databases. Demographic and multicultural characteristics of the community served by the District. Departmental procedures and standing instructions related to work performed
District and department organization, operations, policies, goals and objectives
Knowledge of Generally accepted accounting principles (GAAP), preferably including California school district budgeting and accounting
Office practices, procedures, etiquette and equipment use, including record keeping, filing systems, letter and report writing and telephone
Pertinent Federal, State, and local laws, codes and regulations
Advanced English usage: grammar, spelling, punctuation, proofreading/editing; basic mathematical skills

Ability to work effectively across multiple functions and roles within a complex organization
A proven record of effectively planning, organizing and using resources to take action and achieve goals
Strong interpersonal skills and the ability to build effective working relationships with senior level district staff and colleagues
Success leading effective teams and individuals
Experience and success with effective written and verbal communication, facilitation and presentations to large groups and a variety of audiences (e.g., staff meetings, executive briefings, public board meetings, memos)
Ability to work effectively in difficult situations that involve confidential and sensitive matters
Strong computer skills including Microsoft Office Suite (Outlook, Word, Excel, and PowerPoint)

Minimum Qualifications

Bachelor’s degree (B.A. / B.S) from an accredited college or university; advanced degree preferred
Five (5) years of professional-level experience, preferably in a large, urban school district, or human resources department, or other educational setting

Substitution: Up to 4 years of education requirement may be substituted for additional experience on a year-for-year basis
