As the Assistant Superintendent/HFO, Business Services (0996) you will report to the Deputy Superintendent of Business Services and be a senior leader in the District responsible for the overall financial operations of the District, with oversight of the District’s strategic deployment of financial resources. You will play a central role in SFUSD’s effort to plan, organize, and direct business services, financial services and other activities related to the fiscal health and effective operation of the district.

Responsibilities

Demonstrate a Leadership Mindset

Lead the District’s Business Services Division, inclusive of functions including Budget, Payroll/Retirement, Accounting, Contracts, Risk Management, Procurement, to ensure that the District’s financial resources are strategically and prudently deployed
Articulate and execute a compelling vision for the Business Services Division rooted in equity, drawing explicit connections between the work of Business Services and SFUSD’s educational mission to ensure that each and every student discovers their spark
Administer the District’s financial program within legal and contractual requirements; oversee the development and monitoring of the District’s annual operating budget and multi-year forecasts

Manage to Results

Direct the day-to-day operations and work processes of SFUSD’s Business Services Division, serving as a critical escalation point for decision and policy-making while maintaining and moving towards a compelling vision for the Division
Design, articulate and execute policies and practices that ensure the responsible and strategic deployment of financial resources, working inside and outside of the District to understand SFUSD’s financial landscape within the City and County of San Francisco and the State of California
Direct the preparation of SFUSD’s financial reports and ensure appropriate controls and reporting of grant and contract management activities; manage processes for financial/budgetary forecasting and provide the
Participate in and provide timely financial information relative to the collective bargaining process
Ensure that effective internal controls are in place and compliance with applicable federal, state and local regulatory laws and rules for financial and tax reporting

Manage Teams

Lead direct reports and other staff members in setting goals, facilitating cross-functional cooperation and

providing excellent service to customers in schools and central offices

Using an equity lens, develop and implement a strong talent strategy for the Business Services Division,

attracting, developing, supporting, motivating, and retaining staff (including regular one-to-one meetings)

Foster a strong, positive team culture across the Business Services Division that values inclusivity, cultural humility and collaboration while focusing on results
Strategically build a strong, cohesive, and collaborative team among direct reports and others on the

Business Services Team to ensure commitment to and implementation of priorities and to model healthy

and productive adult culture

Manage Relationships

Work effectively with key stakeholders and partners (e.g., San Francisco City and County staff and officials, credit rating agencies, community advisory groups) and serve as a key spokesperson regarding fiscal issues.
Collaborate effectively with executive staff, site and central administrators and the Board of Education in

financial planning and implementing financial policies to ensure financial stability and fiscally responsible activities in support of strategic and programmatic goals

Establish and maintain productive relationships with various government groups including the County

Auditor and Controller, County Treasurer, and state departments of education and finance

The ideal candidate will have:

Deep knowledge of financial planning and business operations in a school district
Knowledge of school finance and operations in California public schools and/ or urban public schools
A proven record of effectively planning, organizing and using resources to take action
Success leading effective teams and individuals, with a strong record of leading organizational change
Well-developed cultural humility, awareness of their own identity, and understanding of internalized,

interpersonal, and systemic racism and other forms of oppression

Excellent written and verbal communication skills, including ability to convey complex information to a variety of audiences (e.g., large groups, staff meetings, executive briefings, public board meetings, memos)
Strong analytics and quantitative skills; procedures, methods and techniques of personnel interaction, discipline & instruction; research, data collection and financial analysis, and preparation of reports and financial documentation
Strategic leadership and management experience in a PK-12 public educational setting
Advanced principles, practices and terminology of budgeting, accounting and financial record keeping, as they apply to California school districts; advanced mathematical skills
Advanced methods of financial analysis and projection techniques, report preparation and presentation
Deep and extensive background in Administrative research techniques, sources and availability of information
Contract negotiations and administration
District and department organization, operations, policies, goals and objectives.
Knowledge of Generally accepted accounting principles (GAAP), including California school district budgeting and accounting
Highly effective written and verbal communication - grammar, spelling, punctuation, proofreading/editing; ability to facilitate and present to large groups and a variety of audiences (e.g., staff meetings, executive briefings, public board meetings, memos)
Principles and practices of management, public administration, safety, supervision, training and public relations
Principles of supervision, training, management and performance evaluation
A strong record of managing organizational change and initiating key innovations
Experience developing and implementing talent management systems or systemic educational reform initiatives
Ability to work effectively across multiple functions and roles within a complex organization
Strong interpersonal skills and the ability to build effective working relationships with senior level district staff and colleagues
Ability to work effectively in difficult situations that involve confidential and sensitive matters

Minimum Qualifications

Education

Bachelor’s degree (B.A. / B.S) from an accredited college or university; advanced degree preferred

Experience

Five (5) years of professional-level experience leading fiscal or business service operations in a large, urban school district, or other corporate or public sector setting

Strategic leadership and management experience; in a PK-12 public educational setting preferred
