About the SFUSD Bond Program

The SFUSD Bond Program manages capital expenditures associated with SFUSD’s voter authorized bond measures. In November 2016, voters approved a $744 million General Obligation Bond to fund the modernization of existing school sites and the construction of a new school campus in Mission Bay. Also, San Francisco voters authorized a $790 million Bond on the November 5, 2024 General Election ballot. These projects are managed by the Bond Leadership Team and a team of ten project managers, with the support of program and construction management consultant teams. This Contract Administrative Analyst handles procurements and contracting across the Bond program, and is an essential member of the team delivering complex projects within this program.

As the 1824 Principal Contract Administrative Analyst , you will report to the Bond Program Contract Manager, be a part of the Bond Program team implementing school bond-funded construction and modernization projects. The Bond program is a distinct division of the Facilities Department, and Bond procurements and contracts operate separately from the broader SFUSD procurement office. This position will support the Contract Manager’s duties as liaison between the District’s Legal Office, consultants, architects, contractors, and Bond project managers to assure compliance with state legislation and applicable codes.

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list. You will assist the Contract Manager to:

Acts as executive assistant and provide administrative analysis to high-level managers or department head
Identifies and analyzes important issues, processes, patterns and trends, makes related projections, documents findings, and develops recommendations.
Makes policy recommendations for the SFUSD Bond Program’s procurements and contract administration
Coordinate and plan Bond-related contracts, including communicating with vendors and bringing contracts forward for approval by the Bond Program Director, the Superintendent, or the Board of Education, as required
Analyzes and makes policy recommendations on construction bid solicitations from advertisement of invitation for bids, requests for qualifications, to bid selection and award
Assist in oversight, administration and technical assistance on District contracting
Provide administrative support to SFUSD’s legal counsel on matters related to capital project implementation and public records requests, including bid protests, bid responsiveness, subcontractor substitution hearings, and contractor dereliction of duty
Evaluate, provide and/or coordinate distribution of documentation necessary for expedition of legal counsel review of bid protests, claims, and other litigation
Maintain District contract templates for various disciplines, including annual updates in collaboration with District legal counsel
Consult with and assist District staff, consultants and legal counsel on various pre and post contract administration issues including but not limited to risk management, indemnification and other contract negotiation challenges prior to completion and final execution of District contracts
Coordinate computer-based routing process to bring contracts to the Board of Education for approval

The strongest candidates will have:

Experience with contract administration and compliance, especially in the construction discipline
Ability to work effectively across multiple functions and roles within a complex organization
A proven record of effectively planning, organizing and using resources to take action and achieve goals
Strong interpersonal skills and the ability to build effective working relationships with senior level district staff and colleagues
Experience and success with effective written and verbal communication, facilitation and presentations to large groups and a variety of audiences (e.g., staff meetings, executive briefings, public board meetings, memos)
Ability to work effectively in difficult situations that involve confidential and sensitive matters
Strong computer skills including Microsoft Office Suite (Outlook, Word, Excel, and PowerPoint)

Minimum Qualifications

Education: Bachelor’s degree (B.A. / B.S) from an accredited college or university; advanced degree preferred

Experience: Five (5) years of full-time, equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Substitution: Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
