About the Enrollment Center

The Enrollment Center is responsible for:

Welcoming students and families into SFUSD, including new applicants before each school year and new families who enroll in SFUSD during the school year. We provide daily service to families in-person at our office, on the phone, and over email.
Collaborating with the Department of Technology to manage the online application system, process 20,000 school applications each year, and implement SFUSD’s student assignment system to assign students to schools.
Managing student information, application, and enrollment data, and perform analysis that helps inform strategic decision making in the school district (e.g. budget, staffing, school portfolio). We generate annual and ad-hoc reporting for internal and public use.
Supporting schools’ access to timely, reliable, and clear information about student enrollment.

You will be responsible for ensuring that the district’s enrollment processes work as effectively as possible to fill SFUSD schools and provide equitable access for families. You will lead the maintenance and design of online tools and analytical projects to help us improve enrollment and assignment outcomes throughout the district. This is an exciting, crucial role for the success of the Enrollment Center, and of SFUSD as a whole. We are looking for a dedicated analyst individual who is committed to SFUSD’s vision and values to lead this work.

Essential Duties:

Data management and reporting. Use expert-level skills in data tracking systems, in order to be the go-to data to be the go-to data management owner in the department. Ensure that we maintain clean and accurate data through strong data input, storage and reporting processes. Support the administration of the SQL-based student assignment algorithm to accurately assign students to schools. Design and develop dashboards and reports to support schools, departments, and external partners.
Analysis and visualization. Using Microsoft Office, Google tools or other relevant office programs to plan and conduct analyses ranging from enrollment operations (e.g., how have application rates changed by zip code over time?) to policy outcomes (e.g., how are middle school feeder patterns impacting students’ school assignments?). Create and publish visualizations and products for internal and public stakeholders.
Geospatial data management. Be able to use ArcGIS (or a similar tool) to geocode student addresses, and maintain and reference shapefiles. Using ArcGIS (or a similar tool), produce maps that are suitable for public distribution (e.g. SFUSD school map).
Project management and collaboration. Lead projects and work streams (e.g., executing the student assignment lottery) with the Department of Technology and other cross-departmental partners. Develop project roadmaps and timelines for processes that involve many steps, moving pieces, and contributors. Help keep colleagues and partners accountable and on-track
Basic coding and scripting. Be proficient in producing and revising code to maintain existing tools and products we rely on (e.g. address lookup tool, Google extensions, and custom scripts).
Process improvement. Lead the documentation, management and improvement of key enrollment and assignment processes (e.g., streamlining enrollment and onboarding process for new students) so that we can be more effective and efficient with resources. Support our counseling and customer service teams by helping to identify new solutions, tools and products.
Software management. Analyze data processing needs, research and evaluate software on multiple platforms to assist users to meet their departmental goals, and assist in developing the evaluation criteria for software. Conduct feasibility studies, evaluate vendor products, and make recommendations based on user requirements and systems analysis to ensure adequate planning. Provide basic troubleshooting support to the Enrollment Center team.

Minimum Qualifications

An associate degree in business administration, public administration, information systems, economics, finance, computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely-related field].
Three (3) years in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.

Substitution:

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in one of the fields above or a closely related field.
Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.

The strongest candidates will have:

A bachelor’s degree from an accredited university in computer science, business administration, economics, etc.
Strong analytic and systems thinking necessary to interpret data to inform goals and strategy, as well as build infrastructure where none exists;
Mastery of data management and analysis tools like SQL, Google Sheets, and Excel;
Proficiency using Google Forms and Google Sheets extensions to flexibly meet a range of needs for data collection and verification;
Strong data presentation skills, including Google slides and Powerpoint; experience with visualization tools such as Tableau is a bonus;
A proven record of using GIS mapping tools such as ArcGIS to geocode addresses and create usable maps;
Experience using a student information system, and experience collaborating with the technology vendor to learn, monitor, and improve the system;
Skills in task management, prioritization, and project management ;
A proven record of effectively planning, organizing, and using resources to take action and achieve goals
Aptitude for big-picture thinking combined with attention to detail;
A strong record of managing organizational change and initiating key innovations;
An unwavering commitment to equity and excellence in serving all students;
Strong interpersonal skills and the ability to build effective working relationships with a diverse team of colleagues;
Experience working in, or with large urban public school districts. Deep familiarity with San Francisco, and the San Francisco Unified School District is a bonus.

Essential duties require the following physical skills and work environment: Work is performed in the office and may occasionally involve attendance at meetings in the community as well as site visits to schools.
