MICIP & Secondary Intervention Systems Consultant

GENERAL CONDITIONS

Clinton County RESA is soliciting proposals from a qualified educational leader to serve as our

District MICIP & Secondary Intervention Systems Consultant for Michigan International Prep

School (MIPS). This individual will function as the district's recognized resource and consultant

for the Michigan Integrated Continuous Improvement Process (MICIP) and Secondary

Intervention Systems.

The primary role is to provide consultative services that promote, facilitate, and ensure our

school improvement teams have access to accurate and complex data resources. This position

will guide district and school-level continuous improvement planning through the MICIP

platform. Additionally, this consultant will be instrumental in supporting our secondary schools

in the development, implementation, and refinement of a school-wide Multi-Tiered System of

Support (MTSS) framework to improve student outcomes through academic interventions.

Cost is not an important factor in awarding the contract. The district has predetermined both the

cost and the number of service days for this consultant engagement. As a result, proposals should

focus primarily on the firm’s or individual’s qualifications, experience, and approach to

delivering the required services.

It is to be understood that this RFP constitutes specifications only for the purpose of receiving

proposals for services and does not constitute an agreement for those services. It is further

expected that each bidder will read these specifications with care. Failure to provide requested

information or meet certain specified conditions may invalidate the proposal.

Proposals shall remain valid for a period of sixty (60) days after submission. Modifications to

proposals will not be accepted by the district, except as may be mutually agreed upon following

the acceptance of the proposal.

TIMELINE

REQUIRED QUALIFICATIONS

● Master's degree in education, curriculum, educational leadership, or a related field.

● Minimum of five years of successful K-12 teaching experience, including at least 2 years at

the secondary level grades 9-12.

● Demonstrated experience in a coaching, mentoring, or instructional leadership role.

● Valid Michigan Teaching Certificate.

PREFERRED QUALIFICATIONS

● Teaching experience in a virtual or online learning environment.

● Three years of administrative or consultative experience in a K-12 setting.

● Valid Michigan certificate in school administration.

● Extensive knowledge of, and experience with, the MICIP platform and continuous

improvement processes.

● Experience leading the implementation of academic interventions, particularly in virtual

settings.

KNOWLEDGE, SKILLS AND ABILITIES

● Knowledge of the philosophies, theories, and techniques in the field of K-12 education,

including adult learning processes and curriculum planning.

● Deep understanding of continuous improvement frameworks (specifically MICIP) and

data-based problem-solving.

● Strong analytical, organizational, and problem-solving skills with the ability to interpret

complex data and help others use it effectively.

● Excellent communication skills (oral and written) with the ability to deliver high-quality

training and communicate technical information to diverse audiences.

● Ability to provide leadership and facilitate team-based collaboration to build capacity and

promote a culture of continuous improvement.

● Proficiency in using technology to support data management, reporting, and professional

learning.

DESCRIPTION OF SERVICES

Provide professional services in support of district implementation of the Michigan Integrated

Continuous Improvement Process (MICIP) for Michigan International Prep School (MIPS).

Responsibilities include:

● Serve as the lead consultant and primary technical resource for the MICIP platform,

including the development and delivery of training materials, online resources, and

professional learning to support district users in the continuous improvement cycle.

● Guide district and building leaders in implementing the continuous improvement process,

including assessing needs, analyzing root causes, developing and monitoring plans, and

evaluating outcomes to ensure fidelity of implementation.

Provide professional services to support the development and implementation of Secondary

Academic Intervention Systems (MTSS) for MIPS. Responsibilities include:

● Facilitate the implementation and enhancement of a comprehensive Multi-Tiered System

of Supports (MTSS) framework at the secondary level, addressing academic needs in

reading and mathematics.

● Provide evidence-based professional development, instructional coaching, and technical

assistance to support data-based problem-solving and effective instructional practices at

the school level.

● Strengthen the capacity of school-based MTSS and leadership teams to analyze data,

select and implement evidence-based interventions, and monitor their effectiveness.

● Collect, review, and analyze multiple sources of data to inform decision-making, improve

student learning outcomes, and ensure the fidelity of MTSS implementation.

Support effective collaboration and communication among district, school, and community

stakeholders to strengthen continuous improvement and academic intervention efforts for MIPS.

Responsibilities include:

● Serve as a liaison between the district and the intermediate school district on matters

related to MICIP and academic intervention, ensuring alignment of goals, processes, and

support.

● Facilitate team-based, data-informed action planning processes that include input and

participation from families, students, and school staff to promote shared ownership of

improvement efforts.

● Maintain positive, clear, and consistent communication with colleagues, community

members, parents, and students to foster engagement, collaboration, and understanding of

district initiatives.

The duties and responsibilities of this position are expected to be performed remotely, with only

minimal travel required.

DISTRICT INFORMATION

Michigan International Prep School (MIPS) is a tuition-free, statewide public charter school in

Michigan that offers a fully online K–12 education. School enrollment is approximately 1500

students with a total of approximately 120 staff members. Their administrative offices are

located at 7034 East Court Street, Davison, MI, 48423.

Clinton County Regional Educational Service Agency provides support to MIPS to enhance

school improvement efforts, strengthen educational practices and support positive student

outcomes. Administrative offices are located at 1013 Old U.S. 27A, St. Johns, MI, 48879.

FUNDING

Funding for the services outlined is provided through the Michigan Department of Education

Regional Assistance Grant. Total compensation for all services under the resulting contract shall

not exceed $56,000.

CONTRACTED DAYS & TIMELINE

The contractor shall provide up to a maximum of 160 days of services as defined in this RFP.

The actual number of service days may be fewer and will be determined by the needs of the

project. All contracted services must be completed no later than September 30, 2026.

GENERAL CONDITIONS

The successful bidder will be engaged as an independent contractor and will be responsible for

all personal tax obligations and insurance.
