NATURE OF POSITION: The Payroll Accountant/Human Resources Specialist fulfills the duties and responsibilities within Central Office as it relates to payroll and human resource functions. The employee works with limited supervision and must be able to meet deadlines consistently without such supervision while providing accurate and systematic payroll and human resources functions.

$48,000-$59,000

QUALIFICATIONS:

Minimum of an Associate's degree with three to five (3-5) years of payroll and/or accounting experience; Bachelor’s degree in accounting preferred
Previous school finance/payroll experience, preferred
Accurate, efficient and capable of handling detailed work assignment
Exceptional computer skills including, but not limited, to spreadsheet application
Excellent communication (oral, written and listening)
Excellent interpersonal relations skills
Ability to work independently and make decisions in accordance with established policies and regulations
Maintain the highest level confidentiality at all times
Regular, dependable attendance a critical performance factor to ensure the consistent, high quality customer service required of the position
Ability to work under pressure and maintain workplace flexibility with the willingness and ability to adapt to change and offer District-wide support, as needed

SPECIFIC RESPONSIBILITIES:
The nature of responsibilities listed is a reflection of the job description as a whole but is not limited to the details outlined below.

PAYROLL

Maintain accurate payroll data including:

Contract/hourly information, account classification
Federal and State payroll taxes and withholdings
Retirement (MPSERS, Annuities), daily monitoring of ORS file
Payroll Deduction (Direct deposit, Insurance, Garnishments, Friend of the Court, Annuity)

Obtain and process hourly payroll time data

Review for clerical accuracy and approvals
Review for overtime reasonableness and weighted average calculations
Data input payroll data

Obtain and process certified and administrative payroll data

Data Input Variance Information (i.e. turning insurances off and on, pro-rated salary and insurance calculations)
Balance/reconcile monthly insurance billings and collections

Process/Run Payroll

Generate all necessary reports to balance and reconcile including payroll distribution report, employee payroll information report, deduction report, payroll registers, etc.
Compute retirement costs
Review payroll for accuracy
Run, validate and distribute checks
Balance payroll and withholding accounts
Transmit direct deposits, federal tax to bank and employee tax sheltered annuities

Prepare Payroll Tax/Retirement Deposits and Reports

Federal and State wage and hour reporting
Process Office of Retirement Services (ORS) submission; balance each pay; reconcile cash and general ledger balances to ORS’s records
Monthly MPSERS UAAL verification and ACH remittance
Report all new hires to State of Michigan
Manage bi-weekly, monthly, quarterly and annual reports to include 941s, W-2’s and other applicable payroll/retirement reports

Other

Process employment verifications and final salary affidavits
Balance contract accruals, annually
Quarterly processing – Unemployment, Administrative Outreach Program (AOP), federally funded wages reporting
Set up new benefit deductions, stipends and contracts
Balance and reconcile insurance deductions with monthly insurance bill
Process and reconcile EDUStaff billing
Assist with District year-end financial audits

HUMAN RESOURCES

Compliance – familiarity with:

District policies and procedures
State and Federal laws
Labor agreements

Assist with employee onboarding processes meeting with new hires, issuing and collecting paperwork, etc.

Administer provisions of the collective bargaining agreements as it relates to staffing, resignations, retirements, benefits, vacations, absences and supplemental pay, payouts, etc.

Assist with annual insurance open enrollment

Assist in the verification of state and federally mandated training of all staff via Safe Schools including requirements of new hires and annual refresher training (Bloodborne Pathogens, Title IX, Right to Know, etc.)

Process annual reasonable assurance letters

Process and maintain records of District-wide volunteer criminal background checks; review and assess convictions with the Director of Human Resources

Maintain employee payroll and personnel files in accordance with records retention and disposal schedules for Michigan Public Schools

Maintain regular and consistent attendance record keeping

Hourly staff
Salaried staff
Process and record staff attendance report through Red Rover

All other duties as assigned by the Director of Finance, Human Resources Director and/or Superintendent

Other

Assist with audits relative to Human Resources along with all other applicable audits within Central Office
Assist with other Central Office and operational duties, including but not limited to, answering phones, incoming/outgoing mail, assisting with problems, accounting support, etc.
