This posting is for a Human Resources Specialist with the Chehalis School District. The position is Classified/Exempt/Unrepresented, 8 hours per day, 5 days per week, 260 days per year at the District Office. The work year is July 1 through June 30 each year. Description: Under the direction and guidance of the Executive Director of Human Resources, this position provides technical and administrative support in the areas of hiring, staffing management, database maintenance in accordance with Washington State laws and regulations, negotiated agreements, and District policies and procedures.

EXAMPLES of DUTIES:
Essential Job Functions:

Perform office work directly related to the District Human Resources Department
Responsible for posting and monitoring job postings
Assist with setting up interviews and preparing interview packets with questions and storing all interview materials as directed by state law, board policy and district procedures
Keep complete records and files of applicants for each position and posting, records are archived based on state retention laws
Responsible for verifying applicant’s education certificate validity on the OSPI database
Assist with creating new employee packets; create and maintain employee files
Meet with new employees for the purpose of completing/tracking all necessary paperwork (transcripts, verification of prior employment, sexual misconduct disclosure release, etc.)
Prepare information for the Board regarding the hiring and/or transfer of district staff
Responsible for placement of certificated employees on appropriate salary schedule; evaluate clock hours, credits and experience for proper salary schedule placement in accordance with Washington Administrative Code (WAC)
Verify previous experience of new classified staff for proper salary placement, when applicable
Verify and track Washington State Patrol/FBI fingerprint/background results
Initiate and process Personnel Data Sheets for new hires and staffing changes
Evaluate and record clock hour credits, transcripts and experience for certificated staff in the HR system (Skyward) for appropriate salary schedule placements
Maintain/update Human Resources records and employee files in accordance with laws and district policy
Compile, verify and submit personnel data for the S-275 state report by the required due dates, including updates during the year
Evaluate situations for the purpose of recommending appropriate action to the Executive Director of HR
Work closely with payroll in regard to new hires, certificated salary placement, budgeting and state reporting
Issue and track all employment contracts as required for certificated and administrative staff (including supplemental, extra-curricular, and coaching contracts)
Update and distribute seniority list to unions as set forth in bargaining agreements
Create, distribute and track staffing notices (i.e. Career Interest, Letter of Intent, Reasonable Assurance, End of Year Temporary Ed Para, Retire/Rehire letter)
Maintain a system of evaluation tracking for all personnel in the district
Maintain tracking systems for education certificate expiration dates and endorsements
Process medical leave requests including FMLA/PFML, track dr.’s notes and return from leave dates, collaborate with employee, Payroll, and building administrator on employee status
Coordinate and prepare for recruitment fairs, including organizing materials and attending as needed
Responsible for completion of verification of employment requests
Maintain and update job descriptions as needed
Maintain knowledge of required RCW/WAC and state regulations as they pertain to certification
Exercise tact, discretion, confidentiality, and independent judgment in performance of work
Must be detail oriented and able to work with many interruptions and limited supervision
Must participate in specialized trainings to develop expertise and knowledge uniquely necessary to this position
Provide positive customer service

Qualifications:

School district personnel operations experience preferred
Post-secondary education in Human Resources, Business Management, or a related field preferred
Experience working with/knowledge of the Skyward (WSIPC) system preferred
Expert level skills with computer applications, including Google Docs, MS Excel and Word
Criminal Justice Fingerprint background clearance, cost paid by applicant

Evaluation:

Performance of this job shall be evaluated annually by the Executive Director of Human Resources and based on the job descriptions and the evaluation criteria. It is understood and acknowledged that employment in this position shall be exempt and at will, subject to termination with or without cause by the Board, with or without recommendation from the Executive Director of Human Resources or Superintendent.
