This posting is for a Director of Human Resources for the 2024-25 school year. This is a Classified, Exempt, Non-Represented position. Position Summary: 

The Director of Human Resources plans, directs, and coordinates all functions of the Human Resources Management program, including recruitment and selection, compensation, staffing, discipline and performance management, labor relations through the administration of collective bargaining agreements, and workforce communications covering all areas of personnel management. Is responsible for the supervision of assigned staff and annual evaluations. Coordinates placement of all student teachers with colleges and universities. Works in a highly collaborative manner with the Superintendent, District administration, bargaining units, employees, and Educational Service District 113. Assures a positive image of the District by responding to staff and the public in a professional manner. 

Essential Job Functions:

  • Leads the Human Resources team towards department goals and district strategic planning.
  • Oversees general Human Resources functions including supervisor and employee training.
  • Provides vision and direction for staffing in alignment with department and district staffing objectives. Reviews and determines staffing needs in cooperation with district administrative personnel.
  • Leads recruitment efforts for the district, including planning, coordinating, and participating in the recruitment and selection of personnel (i.e. job fairs, student teacher placements). Includes conducting market research, development of outreach materials, identifying outreach sources, and representing the District in recruiting initiatives.
  • Supports District level leadership in attracting and retaining a highly qualified and diverse workforce.
  • Designs and directs the hiring process for all employees, including substitutes, in cooperation with administrators/supervisors for the purpose of ensuring consistency and equity compliance with local, state, federal, and contractual requirements.
  • Maintains effective communication with staff, school District patrons, businesses, and community groups.
  • Administers District human resources policies, practices, and procedures.
  • Provides training to District Administrators to ensure that human resources policies and procedures are understood and implemented fairly and consistently.
  • Develops and updates board policies and administrative procedures in areas of responsibility for school board consideration.
  • Assists building level administrators with staffing and disciplinary issues. 
  • Develops critical documents such as letters of administrative leave, disciplinary actions, grievances responses, etc. Working with CFO, collaborates with legal counsel on employee matters, disciplinary actions, and other issues.
  • Participates on the District’s labor relations and bargaining teams.
  • Ensures that collective bargaining agreements are adhered to. 
  • Conducts investigations into employee misconduct and other employee issues.
  • Works with the District Leadership Team to mediate and resolve conflicts related to areas of responsibility which involve staff.
  • Represents the District as the Civil Rights Compliance Coordinator.
  • Collaborates with other District Compliance Officers.
  • Oversees annual evaluation processes and provides expertise to District Administrators with staff evaluations, including development and monitoring of improvement plans, and recommendations for termination of employment or nonrenewal of contract.
  • Supervises and evaluates human resources staff and provides leadership and direction to those employees.
  • Attends meetings, professional association training, conferences, etc. to convey and gather information related to human resources.

Other Job Functions:

  • Oversees, supervises, and is accountable for Human Resources functions such as new employee onboarding, certification, employee leaves, annual employee training, EGMS, state reports, unemployment hearings, and employee safety/workers compensation.
  • Oversees, supervises, and is accountable for volunteer functions such as volunteer application and clearance.
  • Coordinates placement of all student teachers with colleges and universities.
  • Works collaboratively with Payroll to provide information regarding wages, benefits, and employee leaves.
  • Protects confidentiality of records and information about staff, and uses discretion when sharing any such information within legal confines.
  • Develops placements for all supplemental and extra-curricular positions.
  • Oversee training and tracking of educational paraprofessionals related to Fundamental Course of Study.
  • Serves as Employee Safety Coordinator.
  • Prepares and reviews annual required public notices.
  • Provides Personnel Report for school board approval.
  • Reviews and maintains staffing levels District-wide in coordination with other District Administrators.
  • Prepares and maintains job descriptions.
  • Supervises the preparation and/or completes in an accurate and timely manner state and federal reports for the purpose of compliance.
  • Performs other duties as assigned by the Chief Financial Officer.

Job Requirements - Qualifications:

  • Strong verbal and written communication skills.
  • Experience providing vision, mentoring, and direction to teams.
  • Experience and training in increasingly responsible backgrounds with specific knowledge in recruitment and selection, employee relations, training, affirmative action planning, and state and federal labor laws.
  • Experience in development of policies and procedures, and facilitating meetings regarding personnel issues.
  • Experience with contract management, contract negotiations, and contract interpretation including establishing a positive relationship with labor groups required.
  • Experience with database systems as they relate to human resources, staffing, and labor relations. Skyward experience preferred.
  • Demonstrated success in human relation skills, customer service, and development of a positive workplace culture

Preferred Qualifications:

  • Masters Degree
  • Human Resources Certification
  • Five plus years of increasing responsibility in Human Resources field

Knowledge, Skills, and Abilities:

  • Knowledge of and experience with applicable laws, regulations, and emerging practices pertaining to assigned responsibilities, including current issues and trends in education and human resource activities.
  • Knowledge of operations and needs of educational institutions preferred.
  • Skills and ability in organization, time management, task prioritization, and record keeping.
  • Ability to process information and make sound judgements.
  • Ability to establish and maintain effective working relationships with a variety of staff and stakeholders.
  • Knowledge of supervisory practices and procedures.
  • Knowledge and skill in the effective use and application of technology, standard office software (Google Workspace/Microsoft Suite) and database systems.
  • Knowledge of school district budgets and ability to manage the Human Resources department budget.
  • Serve as a leader and role model. Operates with the highest level of ethics and integrity.

Compensation and Benefits:
This is a Classified, Exempt, Non-Represented position. It is 8 hours per day, 260 days per year, which includes holidays and vacation days. The 2024-2025 salary range is $88,118.15-$97,909.05.

The District complies with State Law regarding SEBB (School Employee Benefits Board) and DRS (Washington State Department of Retirement Systems) eligibility and benefits. If eligible, SEBB benefits include medical, dental, vision, life insurance, long-term disability, AD&D Insurance, Flexible Spending Arrangements (FSA), and Dependent Care Assistance Program (DCAP). Retirement benefits, if eligible, may include membership in SERS retirement plans in addition to voluntary Deferred Compensation Program and 403(b) Annuity enrollments.
