Position Information

This position is a 1.0 FTE that supports the Finance & Operations Department. The salary range for this position is $70,500 to $88,000 annually, with the starting salary determined based on relevant experience. This position is fully benefit eligible, please see attached for benefit information.

Nature of Work

This position is responsible for the delivery and implementation of payroll services and the integrity and security of applicable payroll data and records. Routinely implements payroll policies and procedures in the areas of documentation, records maintenance, reconciliation and information reporting. Provides analytical support to the District's payroll activities and policies and procedures. Responsibilities may include: payroll calculations and processing; reporting, acting as a resource for staff and management by applying broad payroll knowledge; interpreting and ensuring that payroll actions and activities are in compliance with established payroll policies, state and federal requirements or regulations and labor contracts.

Typical Class Responsibilities

Implements, maintains, and reviews the District’s payroll processes and procedures. Examines payroll activities to ensure accuracy; and corrects payroll records as necessary.
Reviews and approves the set-up of all employee contracts and payroll adjustments in accordance with established procedures and ensures applicable employee records are maintained and current.
Coordinates the development, documentation and communication of the District’s payroll procedures and practices to help ensure understanding and compliance. Recommends and implements changes in procedures based on current changes in laws and regulations that impact the payroll process. Maintains ongoing documentation of agreed upon changes.
Maintains current knowledge of all collective bargaining agreements and individual employment contracts as they apply to payroll. In partnership with Human Resources, applies terms of contract settlements to salary schedules and reviews retroactive payroll when applicable to ensure the accuracy of system calculations.
Maintains the integrity and security of applicable payroll data and records and responds appropriately to internal and external requests for private and/or public data, ensuring compliance with data privacy laws and regulations.
Produces and provides data to district leadership to help facilitate budget planning and the collective bargaining and negotiations process.
Provides technical support and responds to questions from employees and external partners on payroll related matters using broad knowledge of payroll procedures, regulations, labor contracts, and precedents.
Collects and processes timesheets for designated employee groups, verifying all calculations and pay codes and ensuring all payroll information is correctly assigned per UFARS requirements.
Reconciles, prepares, files and pays federal and state taxes along with other payroll liabilities and identifies and solves discrepancies; serves as the District’s main point of contact with various outside agencies including, but not limited to, the IRS, PERA, TRA and the State of Minnesota.
Ensures compliance with wage/benefit court subpoenas, affidavits, IRS, Department of Revenue, child support agencies and other wage levies.
Performs year-end reconciliation of wages to ensure accuracy of W2 and W3 information; provides W2 information to employees and submits to applicable agencies.
Performs other duties of a similar nature or level.

Training and Experience Requirements

Associate degree in finance, accounting or related field
Four (4) years of related experience
Certified Payroll Professional (CPP) or recognized equivalent certification preferred; if current certification is not held, must be obtained within two years of hire

Physical Requirements

Positions in this class typically require: reaching, standing, walking, use of fingers, grasping, feeling, talking, hearing, seeing, and repetitive motions.

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Walking and standing are required only occasionally.
