Position Summary:

The Owner's Representative/Construction Manager is responsible for overseeing and managing construction projects on behalf of Northbrook District 28. With a recently passed $94.9 million referendum, The district plans to build a new elementary school and complete projects at the other district schools over the next two years. This role involves ensuring projects are completed on time, within budget, and to the required quality standards. The individual will act as the liaison between District 28, architects, contractors, and other stakeholders.

Qualifications:

Bachelor's degree in Construction Management, Engineering, Architecture, or related field.
Proven experience in construction management or owner's representation, preferably in an educational or public sector environment.
Ability to handle multiple projects concurrently
Ability to solve practical problems and prioritize needs.
Strong organizational skills and able to work independently; detail oriented
Knowledge of Microsoft Excel and Word computer applications for reports
Good communications skills, both written and oral
Ability to establish and maintain effective working relationships with staff, community members, and project team.
Strong understanding of construction processes, codes, and regulations.
Excellent project management, organizational, and communication skills.
Ability to read and interpret architectural and engineering drawings.
Proficiency in project management software and Microsoft Office, and Google Suite.

Preferred Qualifications:

Professional certifications such as PMP, CCM, or equivalent.
Experience working with public bidding and procurement processes.

Essential Duties and Responsibilities:

Project Planning and Development:
- Assist in the development of project scopes, budgets, and schedules.
- Coordinate bid documents and develop bid forms.
- Review and provide input on architectural and engineering plans and specifications.
- Participate in pre-construction meetings and provide recommendations.
Construction Management:
- Monitor construction progress and ensure adherence to project plans and specifications.
- Conduct regular site visits and inspections to verify quality of work and compliance with safety regulations.
- Coordinate and communicate with contractors, architects, and engineers.
- Manage change orders, requests for information (RFIs), and other project-related documentation.
- Serve as point person for any contractor issue. Notify the District and facilitate proposed resolution.
- Review and approve contractor invoices and payment applications.
- Facilitate and coordinate punch list activities.
- Organize drawings and related documents for future reference.
Budget and Cost Control:
- Track project costs and expenditures.
- Identify and address potential budget overruns.
- Prepare and present regular financial reports to school district administration.
Communication and Reporting:
- Provide regular updates to school district administration on project status, issues, and risks.
- Facilitate communication between all project stakeholders.
- Prepare and maintain project documentation and records.
Compliance and Regulations:
- Ensure compliance with all applicable building codes, regulations, and school district policies.
- Monitor contractor adherence to safety regulations.
- Perform essential duties with an awareness of school district requirements, School Board policies, and government regulations.
