.5 Special Education TOSA

POSITION SUMMARY

In support of the Assistant Superintendent of Human Resources/Special Services, the Special Education TOSA coordinates, designs, and implements eﬀective instructional programs for students with disabilities in the District and assists with the operation of the District’s Special Education programs and services. This individual may oversee other programs to expand access to at-risk learners.

ESSENTIAL FUNCTIONS

Assists the Director of Special Education to supervise, coordinate, and manage the school district’s special education programs and services.
Participate in the design, coordination, and implementation of collaborative programs that support the Least Restrictive Environment.
Identify instructional techniques and strategies that improve the achievement of special education students in both special education and general education classes and provide direct support and assistance to site administrators and teachers.
Assist with the recruitment, interviewing, and training of all special education personnel. Assist the special education department with the extended school year program. Consult and collaborate with all community agencies that provide services to at-risk students.
Assume responsibility for professional growth, keep current with special education regulations, literature, and research ﬁndings, and attend relevant and appropriate professional meetings and conferences.
Identify professional development needs within the special education program, and coordinate and facilitate eﬀective training programs for staﬀ.
Prepare district, state, and federal reports as required.
Participate in special projects as assigned and perform related duties and key responsibilities.
Perform all other duties as assigned.

QUALIFICATIONS:

Master’s Degree in Educational Administration or related ﬁeld (or pursuing Administrative Certiﬁcate), required.
Five or more years of successful teaching/ESA experience in public schools and eﬀective work with school-aged students with special needs, required.

ESSENTIAL CRITERIA:

Must have an in-depth understanding of federal and state laws pertaining to special education.
Knowledge of transition services and partnership building
Eﬀective verbal and written communication skills with the ability to adapt communication to suit diﬀerent audiences.
High level of attention to detail, initiative and the ability to complete work in an accurate and timely manner.
Possesses competence in building relationships with staﬀ, parents, and outside organizations and resources.
General familiarity with school policies and procedures relating to special education and the administration of school district programs
Extensive knowledge of state and federal laws, rules, regulations, due process and requirements relating to special education, including data privacy.
Ability to create systems to track and maintain data in a variety of formats
Ability to work collegially and independently to complete assigned duties
Ability to facilitate group discussions and professional development programs.
Ability to identify problems and propose feasible solutions, make improvements or take corrective action.
High level of interpersonal skills to handle sensitive and conﬁdential situations Demonstrated ability to work in a positive manner with staﬀ and patrons. Demonstrated ability to eﬀectively prioritize workload and work under pressure in an environment with multiple, simultaneous tasks.

Job Requirements and Minimum Qualiﬁcations:

Current valid Washington State Teaching Certiﬁcate with endorsements appropriate for the assignment.
Successful teaching experience in related subject areas and/or grade level is preferred. If no prior experience must have successful student teaching experience.
Experience in leadership roles in special service setting preferred

TERMS OF EMPLOYMENT and Salary:

2024-2025 .5 Salary Range: $27,136.50 - $53,495.00 per year depending on experience and degree. Placement is defined within the Collective Bargaining Agreement (CBA) and is generally based upon a combination of Education and Experience. Other forms of compensation may be available to the hired applicant in addition to their established salary range or wage scale as defined within the current collective bargaining agreement (CBA).
