Job Description
What you will do: Direct district fiscal functions in accordance with generally accepted accounting principles and district policy utilizing sound internal controls of accounting functions for all district funds. Prepare and monitor all district budgets, including long-range financial planning in a collaborative approach with departmental leadership. Prepare district year-end financial statements and coordinate the annual financial audit report. Prepare and oversee the preparation of monthly district financial reports and ensure they meet all local, state, and federal requirements including timely submission. Oversee district cash flow and recommend investment alternatives. Ensure the timely monthly reconciliation of all bank accounts. Prepare and analyze financial information for administrative level decision-making. Keeps the Superintendent and Board informed about the District’s financial status and emerging issues. Participate with county and state organizations to stay abreast of school finance reform and other district-related issues. Coordinate and assure expenditures are consistent with State and Federal grant applications. Manages and facilitates the organizational system of maintaining State and Federal grant monetary compliance. Develops, recommends and implements financial policies and procedures that will improve the overall operation and effectiveness of the department. Prepares and submits tax resolutions for the Board. Ensures the timely transfer of funds from taxing authorities to the District. Monitors tax appeals and taxable valuation adjustments. Administers investment and reinvestment of funds of the district consistent with Board of Education policies and Michigan General School Laws. Supervises the property, liability, unemployment and student insurance programs of the district pursuant to Board of Education policies or negotiated labor contracts. Serves as a resource and/or member of the negotiating team upon request. Estimates revenues and plans expenditures to facilitate implementation of state laws pertaining to: Uniform Budgeting Act – Headlee Tax Limitation – Truth in Taxation. Maintains documents involved in business transactions and contractual agreements such as deeds, abstracts, contracts, and to administer payment of construction, alteration, or repair contracts and equipment contracts. Demonstrate ability to effectively use technology tools (hardware/software and Web Applications) for school finance tasks as well as for the entry and submission of district data. Serve as liaison with the human resources department to facilitate sound financial practices regarding personnel matters. Oversee district purchasing policies and procedures including approval of district purchases in compliance with budget. Responsible for communication and enforcement of Board business policies. Develop and implement systems/procedures aligned with the district strategic plan. Oversees the food services program of the District. Meet deadlines and adhere to specific time constraints Regular and predictable attendance. Other duties as assigned by the Superintendent.
